Creates an 8-member legislative committee to investigate civil rights violations and acts of censorship committed by the Montana university system, gathering on-the-record testimony from students

Committee membership includes 4 House members (2 from minority party) appointed by the Speaker and 4 Senate members (2 from minority party) appointed by the committee on committees

Findings and recommendations must be reported to the U.S. President, U.S. DOJ, U.S. Department of Education, Congress leadership, Montana's congressional delegation, Governor, Montana DOJ, Office of Public Instruction, and state legislative leaders

Appropriates $23,000 from the general fund for committee member reimbursement; committee limited to 3 meetings with work completed by September 15, 2026

Effective July 1, 2025; terminates December 31, 2026; entire act is void if appropriation is not included or is vetoed
