Prohibits the manufacture, sale, or offering for sale of cosmetics, juvenile products (items for children under 12), and menstrual products containing intentionally added PFAS in Montana, effective January 1, 2028

Bans the use of Class B firefighting foam containing PFAS for training purposes and restricts its sale, with an exception for petroleum terminals that file annual notices with the state fire marshal demonstrating no commercially available PFAS-free alternative exists

Requires manufacturers of firefighting personal protective equipment to provide written notice to purchasers if the equipment contains PFAS, including the reason for its inclusion, with records retained for at least 3 years

Mandates manufacturers recall and reimburse purchasers for prohibited Class B firefighting foam by March 1, 2028, and provide certificates of compliance for covered products

Establishes civil penalties of up to $5,000 for first violations and up to $10,000 for subsequent violations of the firefighting foam provisions
