Allows hunting license donors to designate which 501(c)(3) nonprofit organization receives their donated license, but still prohibits designating a specific individual recipient

Adds a new eligibility restriction requiring recipients to not have received a donated license under this program within the past calendar year

Eligible recipients must be Purple Heart recipients or have combat-zone injuries resulting in medical retirement, 70%+ VA/DOD disability rating, or active duty status

Recipients are not required to be Montana residents, obtain a conservation license, or pay any fees

Donated licenses cannot be sold, traded, or auctioned and must be surrendered before the hunting season begins
