Establishes a $2 million state matching grant program administered by the Department of Commerce to increase homeless shelter capacity, with funds provided at a one-to-one match ratio

Eligible applicants include local governments and 501(c)(3) nonprofits serving populations including individuals with mental health needs or substance use disorders, homeless individuals and families, senior citizens, veterans, domestic violence survivors, and youth aging out of foster care

Caps matching funds at $250,000 per county and requires applicants to demonstrate collaboration with existing homelessness service providers

Uses a 1,000-point weighted scoring system prioritizing geographic diversity (250 points), community need (250 points), potential impact (250 points), affordability/financial feasibility (150 points), and applicant capacity (100 points)

Effective July 1, 2025 and terminates June 30, 2027, with unencumbered funds reverting to the general fund and a required report to the Economic Affairs interim committee by August 30, 2026
