Creates a $5 million grant program administered by the Department of Commerce for capital construction, maintenance, repairs, and equipment purchases for public swimming pools operated by local governments, tribal governments, and nonprofit organizations

Maximum grant per project is $500,000, with no more than $1 million total and two projects funded per county

Grants of $25,000 or more require a 1:5 match from private sources (matching funds or in-kind contributions)

Up to 3% of funds may be used for Department of Commerce administrative costs

Program effective July 1, 2025 and terminates June 30, 2029, with appropriations authorized to continue through the 2027 biennium
