Amends Article II, Section 17 of the Montana Constitution to define "person" as including all members of mankind at any stage of development, beginning at fertilization or conception, regardless of age, health, level of functioning, or condition of dependency

Prohibits any cause of action arising from harm caused to an unborn baby by an unintentional act of its mother

Requires the legislature to implement the constitutional provision through appropriate legislation

Requires a two-thirds vote of all legislative members for passage and submission to voters at the November 2026 general election for final approval
