Until local boards of health include an appeals process in their regulations, applicants or property owners may appeal directly to the local governing body

Amends Section 50-2-116, MCA, which governs the powers and duties of local boards of health

Includes coordination instructions with House Bill No. 180 and House Bill No. 658 to reconcile potential conflicts if multiple bills amending the same statute are passed
