Amends Montana's parental rights law (Section 40-6-701, MCA) to add a new exception allowing government entities to record children without parental consent at events open to the public

Public events covered include public performances, athletic competitions, and any preparation, dress rehearsal, or practice for such events

Existing exceptions to the parental consent requirement remain unchanged: court proceedings, law enforcement investigations, forensic interviews in abuse cases, building/grounds/transportation surveillance, and photo ID cards
