Allows state agencies to summarily dismiss any portion of a rulemaking petition that raises issues outside the agency's regulatory jurisdiction or rulemaking authority, without advancing it through formal petition procedures.

Clarifies that petitions for rule adoption, amendment, or repeal must be on issues the agency has jurisdiction to regulate.

Requires agencies issuing summary dismissals to provide contact information for any other agency or body that may have jurisdiction over the dismissed issue.

Requested by the Department of Fish, Wildlife, and Parks and introduced by Rep. N. Duram in the 69th Legislature.

Effective immediately upon passage and approval.
