Changes the traumatic brain injury (TBI) donation during motor vehicle registration from a voluntary opt-in contribution to an automatic $1 donation with an opt-out provision

Expands allowable uses of the TBI account from prevention and education grants to include funding activities that educate and support recovery of individuals and families, including military service personnel, living with traumatic brain injuries

Requires county treasurers and authorized agents to post a notice (minimum 8.5 x 11 inches) explaining the automatic donation and opt-out option at vehicle registration locations

Appropriates $600,000 from the traumatic brain injury account to the Department of Public Health and Human Services for the biennium beginning July 1, 2025

Requires the department to include notice of the automatic TBI donation in mail renewal notices sent to vehicle owners
