Prohibits district court judges from serving as the presiding officer of Montana's Judicial Standards Commission

The commission consists of five members: two district court judges appointed by the speaker of the house, one attorney with at least 10 years of practice appointed by the attorney general, and two citizen non-attorneys appointed by the governor

All commission members must be confirmed by the senate and serve staggered 4-year terms

Amends Section 3-1-1101, MCA by adding a new subsection restricting judicial leadership of the commission
