Creates the Town of Colstrip Water Infrastructure Mitigation Account within the state special revenue fund to ensure water supply availability if the nearby coal-fired generating unit closes or retires

Allocates $2 million per fiscal year from coal severance tax collections to the Colstrip water infrastructure account, taken after other statutory allocations are made

Requires the department to review the account every 10 years to confirm funding remains sufficient and report findings to the economic affairs interim committee

Amends Section 15-35-108, MCA to add the new allocation as priority item (11) in the coal severance tax distribution formula, before remaining funds go to the state general fund
