Authorizes county commissioners to create a county road maintenance district when the county indicates it will no longer maintain roads owned by entities other than the county, requiring a petition signed by at least 66% of property owners in the proposed district

Requires petitioners to submit a district plan designating boundaries, road miles to be maintained, jurisdiction over each road, type of maintenance, and cost assessment methods

Mandates county commissioners approve the district upon receiving a valid petition and holding a public hearing; commissioners may not deny or condition the petition

Allows the district's governing board to assess maintenance costs against benefited properties and requires the county to reduce its general fund road levy by the amount the district assesses

Appropriates $25,000 from the general fund to the Department of Administration for a financial audit of Granite County for fiscal year 2024
