Creates a Lottery Education State Special Revenue Account administered by the Office of Public Instruction to receive excess lottery revenues (net revenue above $2.25 million annually, which continues going to the Montana STEM scholarship program)

Redirects excess lottery net revenue from the state general fund to school districts, distributed annually by June 1 based on a per-quality-educator formula calculated from the prior school year's staffing

Requires school districts to deposit lottery funds into their flexibility fund, which can be used for technology, facility improvements, supplies, curriculum development, staff training, teacher housing, and educator salaries/bonuses/retention incentives

Expands eligible flexibility fund uses to include addressing health or safety hazards and removing/replacing obsolete facilities

Effective July 1, 2025, applying to lottery proceeds beginning with the fiscal quarter starting that date
