Establishes a school mental health promotion pilot program administered by the Office of Public Instruction to support student-led, locally determined mental health initiatives in Montana schools

Appropriates $250,000 per year from the general fund beginning July 1, 2025, for grant distribution to school districts

Grants range from $5,000 to $50,000 per district (capped at $25 per enrolled student), awarded for 2-year cycles with option to reapply for a second cycle

Eligible activities include schedule modifications (later start times, block scheduling), peer mentoring, counseling access, intergenerational programs with tribal elders, creative arts, and service learning projects

Program terminates June 30, 2029; participating districts must report expenditures and effectiveness metrics to OPI by July 15 of even-numbered years
