Major FY2025 appropriations include $53.5 million for Russell Street Regional Connector, $47.5 million for southeastern Montana transmission siting, $23 million for Missouri River bridge replacement at Fort Benton, and $7 million for housing obstacle removal

Extends spending authority for numerous federal grants across agencies including transportation infrastructure, public health programs, water quality projects, wildfire defense, forestry restoration, and cybersecurity initiatives

Transfers American Rescue Plan Act interest earnings: $1.75 million to natural resources projects (HB 7), $2.25 million for water/wastewater projects (HB 6), $224,500 for irrigation projects (HB 6), with the remainder going to the capital developments long-range building program account

Unspent appropriation balances revert to their original funding source at the conclusion of the authorized expenditure period; effective immediately upon passage and approval
