Bans kratom products containing more than 2% 7-hydroxymitragynine, synthesized materials, controlled substances, or products designed for vaporization/injection or made attractive to children

Requires mandatory labeling including warnings against use by those under 21, pregnant, or breastfeeding; serving size information; and alkaloid content declarations

Imposes a 5% excise tax on wholesale kratom sales, with revenue deposited into a dedicated state special revenue account administered by the Department of Revenue

Establishes civil penalties of $10,000 for first violations, $15,000 for second violations, and a 2-year sales ban for third violations; criminal penalties include misdemeanor charges and felony charges for products containing controlled substances
