Removes "provisionally registered electors" from the targeted mailing list maintenance procedures that election administrators must follow annually to verify voter addresses

Adds a new requirement for the Secretary of State to adopt rules for maintaining applicants, including procedures for removing provisionally registered electors from registration lists

Retains existing procedures requiring election administrators to verify addresses through national change of address files, nonforwardable mailings, or door-to-door canvassing at least 90 days before federal elections

Maintains the 30-day response window for electors to respond to confirmation notices before being moved to the inactive voter list

Takes effect immediately upon passage and approval
