Reorganizes traffic regulation definitions from Title 61, Chapter 8 into a single consolidated section (61-8-102) for improved clarity and consistency with other states' laws.

Creates a new statutory definition of "paved shoulder" as the portion of the shoulder adjacent to and level with the roadway that is paved.

Explicitly authorizes bicyclists to operate on paved shoulders, allows two-abreast riding on paved shoulders, and clarifies bicyclists are not required to ride through hazards on shoulders.

Requires drivers yielding to emergency vehicles to pull onto paved shoulders if available when moving to the right side of the roadway.

Clarifies school bus stop requirements to include paved shoulders, specifying when flashing red lights should not be activated if children are loading/unloading outside the roadway and paved shoulder.
