Creates a new 12-member Board of Physical, Rehabilitative, and Developmental Health Care Professionals consisting of 2 athletic trainers, 2 occupational therapists, 4 physical therapists, 2 speech-language pathologists, 1 audiologist, and 1 public member

Consolidates licensing authority for athletic trainers, occupational therapy practitioners, physical therapy examiners, and speech-language pathologists/audiologists under the new unified board

Repeals four existing separate licensing boards: Board of Athletic Trainers, Board of Occupational Therapy Practice, Board of Physical Therapy Examiners, and Board of Speech-Language Pathologists and Audiologists

Grants the new board authority to establish licensure criteria, adopt fees for applications and renewals, and adopt rules necessary to implement licensing provisions for all covered professions

Effective date of January 1, 2026
