Repeals 11 existing sections of Montana Code (7-21-2401 through 7-21-2411) that established detailed licensing requirements for transient retail merchants

Eliminates previous statutory requirements including mandatory licensing, license fees, application procedures, bonding requirements, license display rules, and penalties for non-compliance

Removes the specific right of aggrieved purchasers to seek recourse under the previous transient merchant licensing framework

Shifts from a prescriptive state-mandated licensing system to local county discretion on how to regulate transient retail merchants
