Eliminates Public Service Commission rate regulation authority over telecommunications services, repealing provisions for rate review, alternative regulation forms, and small telecommunications provider rate procedures

Abolishes the Montana State Universal Service Fund and its associated contribution requirements, fund administration, and payment structures that supported telecommunications access

Repeals the Performance Assurance Plan state special revenue account and its statutory appropriation from the list of authorized statutory appropriations in Montana law

Exempts internet protocol-enabled services (including broadband, VoIP, and IP-based communications) from state and local regulation, while preserving authority over wholesale services, interconnection, enhanced 911 fees, and consumer protection laws

Takes effect immediately upon passage and approval, amending multiple sections of the Montana Code Annotated including telecommunications definitions, rate schedule provisions, and provider registration requirements
