Amends Article II, Section 20 of the Montana Constitution to allow county electors to summon a grand jury by petition signed by 100 plus 0.5% of registered voters in that county

Citizen-initiated grand juries would determine their own duration and scope of inquiry, with priority given to matters raised by petition signers

County attorneys must prosecute grand jury indictments within 90 days regardless of prosecutorial discretion, or face potential indictment for obstruction of justice and official misconduct

Grand juries may compel the attorney general's assistance or hire private prosecutors (paid by the county) if the county attorney fails to prosecute

Requires two-thirds legislative vote for passage and submission to voters at the November 2026 general election for approval
