Expands Montana's non-recognition of out-of-state credentials to include "driving privilege cards" in addition to driver's licenses issued exclusively to persons unlawfully present in the United States

Requires the Motor Vehicle Division of the Department of Justice to establish by rule a list of specific license and driving privilege card classes from other states that are issued exclusively to undocumented individuals

Creates a presumption that if the department cannot determine whether a license or card was issued to someone lawfully present in the U.S., that credential must be treated as invalid in Montana

Reorganizes and renumbers existing rulemaking provisions under Section 61-14-201 regarding driver's licenses and identification cards without substantive changes to those provisions

Includes a severability clause ensuring valid portions of the act remain in effect if any part is found invalid
