Requires any permitted restraints to be applied in the least restrictive manner necessary and removed when the flight risk or threat is mitigated, or at the request of treating medical professionals

Defines "restraints" to include handcuffs, leg shackles, leg irons, belly belts, belly chains, and other devices restricting free movement of limbs, including those made of cloth and leather
