Department of Environmental Quality, Department of Agriculture, and Board of Oil and Gas Conservation must publish EPA guidance documents on designated websites within 15 days of receipt

Each agency must designate a website for guidance documents within 90 days of the act's effective date and provide a conspicuous hyperlink on their main website

Rescinded EPA guidance documents must remain on the websites with notation of rescission date within 15 days of being rescinded

"Guidance document" includes memoranda, notices, bulletins, directives, news releases, letters, blog posts, and no-action letters that set forth policy or interpretation on statutory, regulatory, or technical issues

Excludes rules promulgated through formal notice and comment procedures under 5 U.S.C. 553
