Removes the statutory requirement that the Montana Department of Transportation maintain five specific divisions: highways, aeronautics, administration, rail and transit, and motor carrier services

Grants the department discretion to organize "as many divisions as are necessary" without mandating any particular structure

Amends Section 2-15-2501 of the Montana Code Annotated
