Limits municipal parking requirements to a maximum of one off-street parking space per residential dwelling unit, with only one-half space required for units under 1,200 square feet

Prohibits any minimum parking requirements for existing buildings undergoing change of use, licensed child-care facilities, deed-restricted affordable housing, and assisted living facilities

Applies to municipalities designated as urban areas by the U.S. Census Bureau with populations over 5,000

Explicitly allows property owners, developers, and builders to voluntarily provide more parking spaces than the minimum required
