Removes Class D motor carriers from the provision allowing certificate applications to be denied without a public hearing when the commission has previously determined public convenience and necessity do not require the proposed service

Retains the hearing exemption only for motor carriers applying pursuant to 69-12-311(1)(b), requiring Class D carriers to receive hearings on their applications

Maintains existing requirements that hearings must be held within 60 days of receiving a protest or hearing request for Class A, Class D, and Class E motor carrier certificate applications

Effective immediately upon passage and approval
