Legislature has sole power and discretion to make, enforce, interpret, suspend, repeal, or waive rules governing its own proceedings, pursuant to Article V, section 10(1) of the Montana Constitution

Judicial officers are prohibited from reviewing or interpreting legislative rules unless the rule conflicts with the Montana or United States Constitution

Exception allows judicial review only when a legislative rule potentially conflicts with state or federal constitutional provisions

"Judicial officer" is defined by reference to Montana Code 1-1-202(2)

Effective immediately upon passage and approval
