Renames the "Missing Indigenous Persons Task Force" to the "Missing and Murdered Indigenous Persons Advisory Council" throughout Montana law to reflect expanded focus on both missing and murdered cases

Adds a Montana Highway Patrol homicide investigator to the advisory council membership, alongside existing members from the Department of Justice, federally recognized tribes, attorney general's office, and office of public instruction

Expands the advisory council's duties to include making recommendations to applicable federal agencies (in addition to tribes) and improving investigation of "missing and murdered" indigenous persons rather than just "missing" persons

Requires the secretary of state to notify each federally recognized tribal government in Montana of the act's passage

Includes coordination provisions with HB 83 to establish a dedicated state special revenue account for the advisory council if both bills pass
