Establishes the Montana Hunters' and Anglers' Community Fund allowing voluntary donations of $1 or more when purchasing wildlife conservation or combination licenses

Provides grants to rural communities with populations under 7,500 for community improvement projects, food banks, school programs, and student activities, with large grants up to $20,000 and small grants up to $2,000

Creates a seven-member grant review board appointed by legislative leaders and the governor, with members required to be hunters, anglers, landowners, tribal members, local officials, or community advocates

Administered by the Department of Commerce, which may use up to 10% of funds for administrative costs and must develop promotional plans for the fund

Effective July 1, 2025, and terminates June 30, 2029; entities that have filed lawsuits in Montana courts are ineligible for grants
