Two or more school district boards may enter multidistrict agreements to jointly fund and operate any programs and services, including culturally rooted instruction for English language learners and Indian language immersion programs

Removes the previous 3-year limit on agreement duration and allows private entities to participate in multidistrict cooperatives alongside public school districts

Beginning in school fiscal year 2027, districts participating in countywide multidistrict agreements covering all districts in a county receive a 50% increase in their total quality educator payment

Countywide agreements must include joint administration of budgeting, payroll, human resources, custodial services, instructional services, career/vocational education, food services, IT/software, extracurricular activities, special education, and transportation

Districts may transfer funds from general fund, budgeted funds (except retirement/debt service), or nonbudgeted funds to their interlocal cooperative fund to support multidistrict agreements, but may not increase nonvoted levies to restore transferred amounts
