Removes the requirement that a licensed water well contractor must be the individual who contracts on behalf of a firm, corporation, or partnership

Clarifies that a license is required specifically for abandoning or decommissioning water wells and monitoring wells, in addition to construction, drilling, altering, and rehabilitating

Revises complaint procedures to allow the board to begin disciplinary action after giving licensees an opportunity to respond, removing the prior requirement that licensees demonstrate or achieve compliance before disciplinary action
