Agencies must contact the primary sponsor of legislation via legislative email when developing rules that implement that legislation, informing them of rulemaking timelines and inviting their explanation of legislative intent

If an agency does not incorporate sponsor comments into proposed rules, it must explain the reasons in the proposal notice; sponsors may also request an economic impact statement

Agencies must create and maintain interested persons lists organized by subject matter, notify those persons within 3 days of proposal publication, and provide hard copies by mail upon request

Proposal notices must include a small business impact analysis identifying affected businesses and probable effects, plus estimates of cumulative monetary impacts and number of persons affected when fees or benefits change

Administrative rule review committees may informally object to proposed rules (preventing adoption until the 6-month deadline unless the committee withdraws the objection) or formally object by majority vote, which delays rule effectiveness until after the next legislative session adjourns
