Creates an exemption from Class D motor carrier certification for persons or entities providing irregular, one-time garbage cleanup and transportation services with rates set by individual service agreements

Requires that exempt operators only transport garbage between specific locations and may not use vehicles requiring a commercial driver's license or special driver's license

Maintains existing requirements that regular garbage haulers must obtain a Class D motor carrier certificate of public convenience and necessity from the commission

Amends Section 69-12-314, MCA, governing Class D motor carrier regulations
