Creates the criminal offense of "abortion trafficking" for anyone who purposely or knowingly transports or assists in transporting a pregnant person within or outside Montana to obtain an abortion that is illegal under Montana law

Penalties include fines up to $1,000, imprisonment up to 5 years, or both

Amends existing law to allow penalties against the mother of the unborn child for violations of this new trafficking offense, creating an exception to the general rule that women cannot be penalized for abortion-related offenses

Effective immediately upon passage and approval, applying to acts committed on or after that date
