Amends Section 2-16-405, MCA to formally designate the state auditor as "ex officio commissioner of insurance and securities" in the list of elected officials whose salaries are set by statute

Salaries for nine elected officials (governor, lieutenant governor, attorney general, state auditor, superintendent of public instruction, public service commissioners, secretary of state, and clerk of the supreme court) are determined through biennial salary surveys

Department of Administration must conduct salary surveys before June 30 of each even-numbered year, comparing Montana officials to counterparts in North Dakota, South Dakota, Wyoming, and Idaho

If the five-state average salary exceeds the current Montana salary, the average becomes the new salary effective July 1 of the following year

Applies to the state auditor beginning January 1, 2028
