Establishes extreme risk orders of protection allowing law enforcement officers, family members, or partners to petition a district court to prohibit a person from possessing firearms when they pose a significant risk of causing personal injury to themselves or others

Permits ex parte (emergency) orders issued within 48 hours without prior notice to the respondent, followed by a full hearing within 14 days; final orders last 1 year and may be renewed

Requires respondents to surrender all firearms to law enforcement or a federally licensed dealer and revokes any concealed weapons permit; firearms returned after order expires if respondent passes background check

Creates penalties including a misdemeanor (up to $500 fine and 6 months jail) for filing false petitions and a felony (up to 10 years prison and $50,000 fine) for possessing firearms while under an order

Mandates annual reporting by courts on petitions filed, orders issued and denied, and requires law enforcement agencies to develop firearm surrender policies by October 1, 2025
