Eliminates the Small Business Compliance Assistance Advisory Council from Montana's Clean Air Act by repealing MCA sections 2-15-2110 and 75-2-106

Revises duties of the small business stationary source representative to consult directly with "small businesses and other stakeholders" instead of the abolished advisory council

Maintains the small business stationary source representative position, which must remain independent from regulatory programs and their direct supervision

Representative retains duties including monitoring compliance assistance programs, reviewing air quality regulations, assisting with financial compliance resources, and protecting confidential business information
