Expands the Firefighters' Unified Retirement System (FURS) to allow airport authority public safety employees to participate, alongside existing eligibility for cities and rural fire districts

Creates new definition of "public safety officer" as a person employed both as a full-paid firefighter and sworn peace officer by an airport authority employer

Allows airport authorities to elect coverage under FURS by adopting a resolution, with the same process currently available to rural fire districts

Existing airport authority employees covered by the Public Employees' Retirement System would have 90 days to make a one-time, irrevocable choice to remain in PERS or transfer to FURS

Effective date: July 1, 2025
