Revises the definition of "actual costs" for detention center reimbursement to the greater of $82 per day or the daily per inmate rate of a private Montana correctional facility with more than 500 state inmates (minus 10%)

Appropriates $6 million from state special revenue to the Department of Public Health and Human Services for the 2025-2027 biennium to reimburse counties for holding individuals awaiting mental health evaluation, examination, or placement in state facilities

Counties will be reimbursed at 135% of the daily per inmate provider rate for individuals held while awaiting mental health-related evaluations or commitments under DPHHS custody

Out-of-state jurisdictions must pay all costs, including medical expenses, for fugitives held in Montana detention centers pending extradition

The act terminates June 30, 2027, and the appropriation is designated as one-time-only funding
