Removes the provision that allowed minors who consented to their own health care (under section 41-1-402) to exclusively control access to their related health information

Parental access exceptions apply when: the child's guardian is a government entity, a court order limits parental medical decision-making rights, or the parent is under investigation for crimes or abuse/neglect against the child

Maintains existing parental consent requirements for medical procedures, prescriptions, and mental health evaluations/treatment on children, with exceptions for emergencies

Effective immediately upon passage and approval
