Transfers the Office of Community Service from the Governor's Office to the Department of Labor and Industry

Expands allowable uses of the Employment Security Account to include funding for the Office of Community Service, Commission for Human Rights, education programs and grants, and reentry programs

Requires the Office of Community Service director to coordinate with the Department of Labor and Industry when planning, operating, and evaluating community service programs

Amends MCA sections 39-51-409 and 90-14-103 to implement the administrative restructuring and funding changes
