Clarifies the Superintendent of Public Instruction's rulemaking authority to include various methods for calculating and distributing funds under different circumstances for educational programs at qualifying psychiatric and treatment facilities

Specifies that tuition calculations for certain eligible children receiving education through local school district arrangements follow the same method used for out-of-district attendance agreements under sections 20-5-323 and 20-5-324

Removes a provision that allowed the Superintendent to distribute funds appropriated for psychiatric hospital and residential treatment facility contracts to public school districts for children with significant behavioral or physical needs

Applies to children receiving in-state inpatient treatment for serious emotional disturbances at children's psychiatric hospitals, residential treatment facilities, and therapeutic group homes
