Unused kilowatt-hour credits from customer-generators (such as solar panel owners) that accumulate over a 12-month billing period must be transferred to a low-income energy assistance fund administered by the Department of Public Health and Human Services

Public utilities receive credit toward their universal system benefits obligations for the unused kilowatt hours they transfer to low-income energy assistance programs

The Department of Revenue establishes the fund when unused credits exist, and funds must be spent on programs within the same utility service territory where the credits originated

Amends Montana Code sections 69-8-412 and 69-8-603 governing net metering and universal system benefits funds
