Creates a new statutory definition for "C4 donor" as any person who contributes money to an organization with 501(c)(4) status under the Internal Revenue Code

Requires the Commissioner of Political Practices to adopt rules providing for C4 donor confidentiality on contributions below the $1,000 threshold

Amends disclosure requirements for candidates, ballot issue committees, political party committees, independent committees, and incidental committees to exclude C4 donor information when contributions are under $1,000

Raises the disclosure threshold from $50 (for general contributions) and $35 (for incidental committee contributions) to $1,000 specifically for C4 donor contributions
