Amends Montana's child abuse and neglect definitions to explicitly exclude referring to or raising a child in a manner consistent with the child's biological sex, including related mental health or medical decisions

Adds exclusions to definitions of "abused or neglected," "child abuse or neglect," "physical neglect," "physical or psychological harm to a child," and "psychological abuse or neglect" to clarify that treatment consistent with biological sex does not constitute abuse

Allows members of U.S. Congress or Montana Legislature to review child welfare records upon receiving written inquiry about a child, subject to signing confidentiality agreements and receiving department orientation

Prohibits legislators from disclosing information designated by the department as attorney-client privileged to parents or guardians, but allows members to challenge such designations in district court with filings under seal

Limits legislative access to requested child welfare records to 6 months from the date of the written request
