Amends Montana Code 44-7-126 to add detailed legislative intent language specifying that the criminal justice data warehouse should provide a complete, integrated criminal justice tracking and information database

Enables analysis of offender data including: complete criminal histories, sentence dates and terms, time between convictions, time from release to re-arrest, programming received in custody, dangerous drug involvement in offenses, and pretrial release violations

Adds qualifier that agencies and court administrators must contribute data "as permitted by law" rather than simply upon request by the board

Maintains existing structure where the Board of Crime Control administers the warehouse, contributing entities retain ownership of their data, and the board must adopt memoranda of understanding with contributors

Continues requirements for the board to ensure data confidentiality, seek federal grants, and provide direct access to the legislative fiscal analyst and legislative services division director
