Authorizes the siting of uranium conversion and enrichment facilities in Montana for processing uranium mined within the state or transported from out-of-state sources

Requires facilities to obtain both a state recommendation from the Department of Environmental Quality and a license from the federal Nuclear Regulatory Commission

Defines uranium conversion as converting natural uranium oxide into uranium hexafluoride, and uranium enrichment as enrichment through gaseous diffusion, gas centrifuges, or laser isotope separation

Requires applicants to file notice and copies of federal applications with the state department and pay a fee not exceeding one-half the amount assessable under existing law (75-20-215)

Effective immediately upon passage and approval
